So many interpretations.  Even though this is meant to be about the Biblical locusts, there are many stretched metaphors (or conceits - thank you John Donne) here.  People have taken it to be a veiled on everything from prostitution, drug-taking and mental illness, to a person being a werewolf. My take on it is that the narrative voice had become involved with someone and it either ended badly, or because there was not an official ending, that this 'someone' kept resurfacing to haunt them - until one day, they bring their love to dark and bloodied end.
