Camberwick Green was a mythical village in a kid's programme in the 60s/70s - hence the reenactment of the animation with Sam/Gene. In 'Life on Mars' the protagonist Sam Tyler has been in a car accident and believes he has time travelled back to 1973 - hence the recreated kiddie show.
